1.The proposed telecommunications mast would, by reason of its siting, size, width and appearance, appear as a dominant and visually intrusive feature, harmful to the visual amenities of the area and its character as well as seriously detracting from the residential amenity of nearby residential properties, contrary to Policies CP17, DC55, DC61 and DC64 of the Local Development Framework and Policy 25 of the draft Havering Local Plan.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, however, given conflict with adopted planning policy, notification of intended refusal and the reasons for it, officers considered that amendments would be insufficient to address the issues. Significant amendments would be required.
