1. | The proposed development would, by reason of its height, bulk and design, appear as an unacceptably dominant and visually intrusive feature in the streetscene harmful to the character and appearance of the surrounding area and visual amenity of the locality contrary to Policy DC61 of the adopted London Borough of Havering's LDF Core Strategy and Development Control Policies DPD 2008 and Havering Landscaping SPD 2011. |
2. | The proposed boundary wall, railings and gates would, by reason of the height of the wall and positioning in close proximity to the front as well as the side boundary of the site, fail to provide adequate visibility splays on either side of the two proposed access gates, which would be detrimental to the safety of pedestrians and other road users contrary to Policies DC32 and DC61 of the LDF Core Strategy and Development Control Policies Plan Document. |
