1.The proposed boundary treatment, by reason of its height, design, and positioning, would appear visually inconsistent with the established low rise form of development to boundaries of properties in the street scene having a dominant appearance out of keeping with the open and landscaped character of the surrounding area. It would detract from the street scene and result in harm to the visual amenity of Parkstone Avenue. The proposal is therefore contrary to Policy 26 of the Havering Local Plan (2021) and the Residential Extensions and Alterations Supplementary Planning Document (2011).
2.You are informed that the hard-surfacing of the front garden would be likely cause local flooding and would be likely to require planning permission. Hence, it is expected you submit an application to consider the impact of the proposed development.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent on 15th.
