1.The site is within the area identified in the Core Strategy and Development Control Submission Development Plan Document Policy Plan as Metropolitan Green Belt. The Core Strategy and Development Control Submission Development Plan Document Policy and Government Guidance as set out in Planning Policy Guidance Note 2 (Green Belts) states that in order to achieve the purposes of the Metropolitan Green Belt it is essential to retain and protect the existing rural character of the area so allocated and that new building will only be permitted outside the existing built up areas in the most exceptional circumstances. It is not considered that there are very special circumstances to warrant a departure from this policy in this case and the proposal is therefore contrary to Policy DC45 of the Development Control Policies Development Plan Document Policy.
2.The proposed development would, by reason of its height, bulk and mass, appear as a visually intrusive feature in the streetscene harmful to the open character and appearance of the Green Belt contrary to Policies DC45 and DC61 of the LDF Core Strategy and Development Control Policies DPD.
3.The proposed development would, by reason of its design and appearance, result in unsympathetic, visually intrusive development which would not preserve or enhance the special character of this part of the Conservation Area contrary to Policies DC61 and DC68 of the LDF Core Stragegy and Development Control Policies DPD.
