1.The proposed development would result in a significant intensification of use and increase noise levels within the building and in the rear garden and together with a substantial increase in pedestrian and vehicular movements over and above existing conditions, particularly during early morning and early evening, detrimental to neighbouring amenity contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD.
2.The proposed development would, by reason of the inadequate on site car parking provision, result in unacceptable overspill onto the adjoining roads to the detriment of highway safety and residential amenity contrary to Policy DC33 of the LDF Development Control Policies DPD.
3.Increasing the number of children to 45 would, by reason of the standard width staircase in the application property, impede people safely exiting the property in the event of an emergency to the detriment of fire safety contrary to Policy 7.13 of the London Plan.
