1.The proposed rear/side extension would, by reason of proximity to the back edge of the footway and its gabled roof form, appear as a dominant and visually intrusive feature within the street and rear garden scene that would be harmful to the appearance of the surrounding area, contrary to the Residential Extensions and Alterations SPD and Policies 7 and 26 of the Havering Local Plan.
2.The proposed side dormers would, by reason of their design, would appear as an incongruous and visually intrusive form of development that would cause harm to the street scene, contrary to the Residential Extensions and Alterations and Supplementary Planning Document and Policies 7 and 26 of the Local Plan.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent (Youmni Shiekha) by e-mail on 15/06/2023.
4.In the event that this application is allowed through the appeals process, the proposals would be liable for the following CIL contributions: Mayoral CIL (MCIL2) contribution of £2,875 (x £25 per sqm). Havering CIL (HCIL) contribution of £14,250 (x £125 per sqm) Each contribution would be subject to indexation.
