| 1. | The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice).

For the avoidance of doubt and to ensure that the development is carried out as approved. |
| 2. | The cycle storage agreed through Q0102.26 shall be maintained for the lifetime of the development unless otherwise agreed in writing with the Local Planning Authority.
Reason:-
In the interests of providing a wide range of facilities for non-motor car residents and sustainability and to ensure compliance with Havering Local Plan 2016-2031 Policy 24 |
| 3. | The refuse/recycling storage agreed through Q0102.26 shall be maintained for the lifetime of the development unless otherwise agreed in writing with the Local Planning Authority.
Reason:-
To protect the amenity of occupiers of the development and also the locality generally and ensure that the development accords with Policies 26 and 35 of the Havering Local Plan 2016-2031 |
| 4. | The rating level of noise emitted from the use hereby permitted, including all plant, machinery, equipment, loading, unloading and associated commercial activities, shall be at least 10dB below the existing background noise level (LA90,T) when measured at the nearest noise-sensitive premises.
The assessment and measurement methodology shall accord with BS4142:2014+A1:2019 Methods for Rating and Assessing Industrial and Commercial Sound.
If at anytime the operations and activities exceed then the use(s) shall cease until appropriate methods of mitigation or management are agreed with the Local Planning Authority in writing.
Reason: To protect the amenity of neighbouring occupiers from noise associated with the commercial use. |
| 5. | The development and operation of the premises shall be carried out in accordance with the recommendations, assumptions and mitigation measures contained within the submitted Noise Impact Assessment dated 6 December 2025 (authored by DAAGROUP). The approved mitigation measures shall be retained and maintained thereafter.
Reason: To ensure that the development does not give rise to unacceptable noise impacts on nearby residential occupiers. |
| 6. | The building and uses hereby permitted shall only be used as a laundry warehouse (B2 - unit 4 only) and storage (B8 units 1-3) in the manner shown on the approved drawings 18/793/006 and not for any other use including those which might fall within Class B2 of the Town and Country Planning (Use Classes) Order 1987 (as amended) or in the case of the B8 uses any other change of use unless otherwise agreed in writing with the Local Planning Authority.

In the interests of amenity and in accordance with Policies 7, 26 and 34 of the Havering Local Plan 2016-2031. |
| 7. | No storage of plant, materials or any paraphernalia associated with the business uses hereby permitted shall take place in the open air and access to and from the site must be kept clear at all times.

In the interests of amenity and to accord with Policy 26 of the Havering Local Plan 2016-2031. |
| 8. | The premises shall not be used for the purposes hereby permitted other than between the following hours:

Monday to Friday: 07:00AM to 21:30PM (Deliveries and collections between 07:00 and 21:00 only)
Saturday: 09:00AM to 18:00PM (Deliveries and collections between 09:00 and 17:30 only)
Sundays and Bank Public Holidays: 10:00AM to 17:00PM (Deliveries and collections between 10:00 and 16:00 only)

There shall be no activity outside of those stated hours unless otherwise agreed in writing with the Local Planning Authority.

To enable the Local Planning Authority to retain control in the interests of amenity, and in order that the development accords with Policies 7, 26 and 34 of the Havering Local Plan 2016-2031. |
| 9. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with the agent in writing. The revisions involved omission of the "change of use" element of the proposals which was agreed with the applicant in writing. A revised justification statement omitting reference to this aspect of the proposals was submitted to the LPA 1 July 2026. |
