| 1. | The proposed new bungalow by virtue of its scale, size, mass and siting, would appear incongruous and cramped within the plot, out of character with the established scale and rhythm of the dwellings dominating the street scene of Betterton Road, detrimental to the character and appearance of the street scene and surrounding area contrary to the NPPF, Policy 26 of the Havering Local Plan, and Policies D1 and D4 of the London Plan. |
| 2. | The proposed new bungalow would, by virtue of its siting and orientation lead to an overbearing outlook and inadequate access to natural light for the habitable room facing the north, resulting in a significant sense of enclosure for the future occupiers, contrary to the NPPF and Policy 7 of the Havering Local Plan. |
| 3. | The proposed vehicle access to the off street parking spaces would not be feasible due to the existing utility box outside the application site, therefore the scheme fails to guarantee adequate parking provisions for the existing 3bed bungalow, contrary to Policy 24 of the Havering Local Plan and Policy T6 of the London Plan. |
| 4. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with the agent/applicant on 05/06/2025. The applicant submitted additional/revised plans relating to Highways and internal alterations. After further consideration, the agent/applicant was given notification a refusal recommendation will be issued by email on 24/07/2025. |
| 5. | The proposal, if granted planning permission on appeal, would be liable for the Mayor of London and Havering Community Infrastructure Levy (CIL). Based upon the information supplied there would be a net increase of 53.44 m2 per the CIL form provided, the Mayoral CIL payable would be £1,336 based on the calculation of £25.00 per square metre and the Havering Community Infrastructure Levy (HCIL) would be a charge of £6,680 based on calculation of £125 per square metre. Each would be subject to indexation.
