1.The proposed vehicular crossover would, by reason of its proximity close to the nearby junction, result in poor sight lines into the northern part of Gray Gardens which would be detrimental to safety of pedestrians and other road users. The proposal would also be likely to give rise to increased demand for on-street parking in the vicinity of the site and create conditions, that would lead to parking and congestion issues, contrary to Local Plan Policy 24 and Policy T6.1 of the London Plan 2021.
2.In the event that this application is allowed through the appeals process, the proposals would be liable for the following CIL contributions: Mayoral CIL (MCIL2) contribution of £2,775 (x £25 per sqm). Havering CIL (HCIL) contribution of £13,875 (x £125 per sqm) Each contribution would be subject to indexation.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent via email on 07/08/2024.
