1.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Reason:- For the avoidance of doubt and to ensure that the development is carried out as approved.
2.The maximum number of residential occupants, excluding staff and visitors, accommodated within the premises hereby approved shall not exceed five at any one time, nor will the number of bedrooms exceed five. Reason:- To enable the Local Planning Authority to retain control and to avoid disturbance to adjoining residents.
3.The temporary fencing as shown on Drawing No.KD/HMO/PP/24/24/H-244.1, Revision R2 and Drawing No.KD/HMO/PP/24/24/H-244.4, Revision R2, shall be removed permanently within one month of the date of this decision. Reason:- For the avoidance of doubt and to ensure that the development is carried out as approved.
4.The area set aside for car parking as shown on the approved plans at the front of the site shall be laid out and surfaced to the satisfaction of the Local Planning Authority including the provision of cycle storage facilities and refuse storage facilities, and retained permanently thereafter for the accommodation of vehicles visiting the site and to faciltiate the servcing of the premises and shall not be used for any other purpose. Reason:- To ensure that car parking accommodation is made permanently available to the standards adopted by the Local Planning Authority in the interest of highway safety.
5.Within three months of the date of this decision, the residential parking space(s) shall be provided with active vehicle charging facilities for electric or Ultra-Low Emission vehicles. Reason: Provision prior to first occupation of the proposed dwellings hereby permitted will ensure that the development adequately incorporates measures to allow the use of electric vehicles by future occupiers in accordance with Policy T6.1 of the London Plan.
6.The change of use for supported living services shall be operated in accordance with the approved Noise and Disturbance Management Plan and specifications. Reason:- To prevent noise nuisance to adjoining properties.
7.Within three months of the date of this decision a full and detailed application for the Secured by Design award scheme shall be submitted to the Local Planning Authority, setting out how the principles and practices of the Secured by Design Scheme are to be incorporated. Once approved in writing by the Local Planning Authority in consultation with the Metropolitan Police Designing Out Crime Officers, the development shall be carried out in accordance with the agreed details. Reason:- Insufficient information has been supplied with the application to judge whether the proposals meet Secured by Design standards. Submission of a full and detailed application is in the interest of creating safer, sustainable communities and to reflect policy in the NPPF.
8.Statement Required by Article 35(2) of the Town and Country Planning (Development Management) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraph 38 of the National Planning Policy Framework.
