1.The proposal, by reason of the excessive width and bulk of the side extension taken together with the size and bulk of the proposed rear dormer, would cumulatively give rise to a disproportionately large extension, which would lack subservience to the original dwelling,and gives rise to a visually intrusive and overbearing form of development, which is out of scale and character with the subject property, rear garden environment and wider streetscene, contrary to Local Plan Policy 7 and the Residential Extensions and Alterations Supplementary Planning Document.
2.The proposed ground floor rear extension, by reason of excessive height and proximity to the boundary would be dominant and overbearing in relation to no. 594 Upper Brentwood Road and the two storey side extension would, by reason of its height, scale, bulk, proximity to the boundary and in relation to the rear garden area of the neighbouring property be intrusive and overbearing in relation to No.1 Ferguson Avenue, giving rise to material harm to neighbouring residential amenity and contrary to Local Plan Policy 7 and the Residential Extensions and Alterations Supplementary Planning Document.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
