1.The proposed development, by reason of the subdivision of a characteristic spacious plot and resultant limited open areas around the buildings, would adversely affect the character and openness of the Hall Lane Character Area. As such, the development would be out of keeping with the character of the area, contrary to Policies 10 and 26 of the Havering Local Plan and the Hall Lane Policy Area SPD.
2.The proposal, if granted planning permission on appeal, would be liable for the Mayor of London and Havering Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the Mayoral CIL payable would be £3,225 based on the calculation of £25.00 per square metre and the Havering Community Infrastructure Levy (HCIL) would be a charge of £16,125 based on calculation of £125 per square metre.
