1.The development to which this permission relates must be commenced not later than three years from the date of this permission. Reason:- To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Reason:- For the avoidance of doubt and to ensure that the development is carried out as approved.
3.The external surfaces of the development hereby permitted shall be constructed entirely in accordance with the materials and finishes specified within the submitted Planning Covering Letter, Design Statement, and the approved proposed elevation drawings (Drawing ref: LON1E2-SNH-XX-ZZ-DR-A-P1-200100). Reason:- To safeguard the appearance of the premises and the character of the immediate area in accordance with the Local Plan Policy 26.
4.Within one month of the installation of the replacement windows at first and second floor level on the eastern elevation facing Hainault Road, those windows shall be fitted with high-grade privacy film providing a minimum Level 3 obscuration on the Pilkington Scale of Obscuration (or an equivalent product). The privacy film shall thereafter be permanently retained and maintained as such. Reason: To protect the privacy and amenity of the occupiers of neighbouring residential properties, and to accord with Policy LP26 of the Havering Local Plan and Policy D4 of the London Plan.
5.No external lighting shall be installed until a detailed external lighting scheme has been submitted to and approved in writing by the Local Planning Authority. The scheme shall include: - the location, number and mounting height of all external light fittings; - the type and specification of the luminaires; - details of the intensity (lux levels), beam angles and colour temperature; - details of any shielding, baffles or other measures to minimise light spill and glare; and - a lighting layout demonstrating that light spill onto neighbouring properties and the public highway is minimised. The lighting scheme shall be installed in accordance with the approved details before the lighting is first brought into use and shall thereafter be retained and maintained in accordance with the approved details unless otherwise agreed in writing by the Local Planning Authority. Reason: To safeguard the amenities of neighbouring occupiers, protect the character and appearance of the area, and minimise light pollution, in accordance with policies 7 and 34 of the Local Plan 2021.
6.Statement Required by Article 35(2) of the Town and Country Planning (Development Management) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraph 38 of the National Planning Policy Framework.
