1.The extensive enclosure and seating area, by reason of its permanence, depth, width, overall size, bulk and mass, appears excessive and overbearing in scale, lacks subservience to the host building and forms a visually prominent feature in the street-scene, detrimental to the character and appearance of the subject building and the parade, whilst also setting a harmful precedent through the degree of permanence contrary to Policies 13 and 26 of the Havering Local Plan as well as the National Planning Policy Framework.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
