1.The proposed development would result in living conditions that do not create a suitably high quality living environment for the existing and future occupiers. The proposal would be substandard for a one person dwelling, with its overall internal floor area failing to meet the internal space standards of the nationally described space standards, which would be in direct contrast to the aims and objectives of London Plan Policy D6, the nationally described space standard, and the London Housing Design Guide 2023.
2.The proposed rear ground floor studio flat would by reason of its location adjacent to neighbouring commercial uses, combined with no outlook from the bedroom, lack of dual aspect dwelling, positioning of the communal rear access and lack of usable outdoor amenity space would give rise to a poor and substandard living accommodation for the existing and future occupiers of the flat, contrary to Policies 7 and 34 of the Havering Local Plan 2021 and Policy D6 of the London Plan 2021.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
