1.In the absence of evidence to demonstrate otherwise, the development would result in an unacceptable impact on the living conditions of neighbouring residential occupiers in respect of noise, contrary to Policy 7 of the Havering Local Plan.
2.Proposed change of use would bel likely to lead to an increase in parking requirements with the potential consequence of an unacceptable impact on the living conditions of neighbouring residential occupiers in respect of increased car movement, parking pressure and the safe and free flow of traffic contrary to Policy 24 of the Havering Local Plan.
