| 1. | The extended rear dormer window, by reason of its depth, bulk, scale and massing, would appear as an unacceptably dominant and visually intrusive development in the rear garden scene which would be out of scale and character with the host dwelling and thereby materially harmful to visual amenity, contrary to Local Plan Policies 7 and 26 and Policy D4 of the London Plan. |
| 2. | The extended rear dormer window would, by reason of its depth, height and proximity to the boundary with no. 4 & 4a Austral Drive, give rise to an intrusive and unneighbourly development that would have an adverse impact on the amenity of the adjoining occupiers, in particular no. 4 Austral Drive through resulting in an overbearing impact and loss of outlook to the ground floor living room window, contrary to Local Plan Policy 7 and the Residential Extensions and Alterations Supplementary Planning Document. |
| 3. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, amendments to the proposal were provided by the planning agent via email on 02/08/2026. The revisions involved a reduction in the width of the proposal. Despite the amendments made, the proposal was still considered to be unacceptable and as such the application was refused. |
| 4. | The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against all material planning considerations, including planning policies and any representations which were received. It subsequently determined to grant planning permission in accordance with the National Planning Policy requirement that applications for sustainable development are approved where possible.
