1.The proposed change of use by reason of the housing typology of the existing building, being a mid-terrace dwelling and not a detached dwelling, would fail to comply with the criteria set out in policies DC4 and DC5 of the Havering Core Strategy Development Control Policies and Development Control Document DPD 2008. As this is an inherent issue with the application site, and the explicit wording in policies DC4 and DC5, no conditions or obligations are able to overcome these policy issues, and the proposed development would therefore be unacceptable.
2.The proposed development would, by reason of the inadequate bedroom space, as well as lack provision for refuse and recycle storage, result in a cramped and poor living environment to the detriment of future occupiers of the site. In this regards the proposal would be contrary to policy DC61 of the LDF Core Strategy and Development Control Policies DPD and the advice given in National Planning Policy Framework, which requires the provision of high quality dwellings.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent prior to the issue of any decision on the application.
