1.The proposed development would, by reason of subdivision of the existing unit result in the loss of a 3bed family unit contrary to Policy 9 of Havering Local Plan 2016-2031.
2.The proposed rear dormer would, by reason of its height, bulk and mass and failure to be set well in from the four edges of the roof, appear as an unacceptably dominant and visually intrusive feature detrimental to the character and appearance of the host property and terrace to which it forms part, harmful to the visual amenity of the surrounding area contrary to Policy 7 and 26 Havering Local Plan 2016-2031 and Residential Extensions & Alterations SPD 2011.
3.The proposed changes to the existing fenestration on the rear elevation, in terms of size of openings and alignment, as well as the introduction of a Juliet balcony, would significantly disrupt the rhythm and uniformity of the rear elevation of this terraced building, to the detriment of the character and appearance of the terrace and the visual amenity of the locality contrary to Policy 7 and and 26 Havering Local Plan 2016-2031 and Residential Extensions & Alterations SPD 2011.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr M Breded (agent) on 03/12/21.
5.The proposal, if granted planning permission on appeal, would be liable for the Mayor of London and Havering Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the Mayoral CIL payable would be £1,025 based on the calculation of £25.00 per square metre and the Havering Community Infrastructure Levy (HCIL) would be a charge of £2,255 based on calculation of £55 per square metre.
