1.The proposed dwellings to the rear through their design and mass, in particular two storey built form, layout arrangements and relationship to shared boundaries would be visually dominant and overbearing when viewed from the street and surrounding sites. The proposals would therefore be contrary to Policies 7, 10 and 26 of the Havering Local Plan 2016-2031, Havering Characterisation Study 2024 and also Paragraph 130 of the NPPF which requires fundamentally that development add to the overall quality of the area whilst also establishing or maintaining a strong sense of place.
2.The proposal, by reason of its orientation and proximity to neighbouring properties to the north and south, would result in overlooking of the private garden areas of these occupiers resulting in loss of privacy for future occupiers and in turn loss of residential amenity. In addition the proposed development would have an adverse impact upon the tranquillity of the amenities of the adjoining occupiers by reason of coming and goings of cars in close proximity to the garden of the neighbouring buildings detrimental to their amenities. The proposal is therefore contrary to Policy 7 of the Local Plan.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal for it was given to G. Cumberland via e-mail on 3.12.25.
