1.The proposed development would by reason of its scale, bulk, mass and siting, appear dominant and visually intrusive in the streetscene harmful to the character and appearance of the surrounding area contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD.
2.The proposed development would, by reason of subdividing the front garden of the donor property with fencing, create an unusually narrow plot and result in an unacceptably cramped appearance harmful to the character of the area contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD.
3.In the absence of a mechanism to secure a planning obligation towards the infrastructure costs of new development the proposal is contrary to the provisions of the Havering Draft Planning Obligations Supplementary Planning Document.
