| 1. | The proposed development would, by reason of its scale and siting, appear as an unacceptably dominant and visually intrusive feature in the streetscene. It would be harmful to the spacious setting and character of the streetscene and therefore the overall appearance of the surrounding area contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD. |
| 2. | In the absence of a mechanism to secure a planning obligation towards the infrastructure costs of new development the proposal is contrary to the provisions of the Havering Planning Obligations Supplementary Planning Document and Policy DC72 of the LDF Core Strategy and Development Control Policies DPD. |

Due to the conflict with current policy, it was advised that the proposal be withdrawn. The applicant declined to withdrawn the scheme. |
