1.The living area of the new 1-bedroom flat would abut the bedrooms of adjoining properties, leading to loss of amenity due to disturbance, contrary to Policy 9 of the Havering Local Plan 2016-2031.
2.The proposed layout of the new 1-bedrom flat with limited, narrow space and low ceiling heights would lead to substandard accommodation for future residents. As a result, the development represents an overdevelopment of the site contrary to Policy 7 of the Havering Local Plan and Policy D6 of the London Plan.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
