| 1. | The proposed amusement arcade would, by reason of its proximity to
surrounding residential and other non-commercial occupiers, be likely
to give rise to unacceptable levels of noise and disturbance to the
detriment of amenity and contrary to Policy ENV1 of the Havering
Unitary Development Plan. In addition, the position of the site
within a retail core frontage yet close to private housing and a
church would be contrary to the advice contained within Planning
Policy Guidance Note No.6 (Town Centres and Retail Developments). |
