1.The proposed developments, by reason of the crown roof design of the replacement roof and depth of the first-floor rear extension, would appear as dominant and visually intrusive features within the street and rear garden scenes, harmful to the character and appearance of the host property and visual amenity of the surrounding area contrary to Policy 7 of the Local Plan and the Residential Extensions and Alterations Supplementary Planning Document.
2.The proposed two-storey rear extension, by reason of its depth and position close to the boundaries with the neighbouring properties nos. 47 and 51 Sackville Crescent, would be an intrusive and unneighbourly development and have an adverse effect on the amenity of these adjacent occupiers, contrary to Policy 7 of the Local Plan and the Residential Extensions and Alterations Supplementary Planning Document.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent by e-mail on 24/07/2023.
4.In the event that this application is allowed through the appeals process, the proposals would be liable for the following CIL contributions: Mayoral CIL (MCIL2) contribution of £2,675 (x £25 per sqm). Havering CIL (HCIL) contribution of £13,375 (x £125 per sqm) Each contribution would be subject to indexation.
