| 1. | The proposed outbuilding would, by reason of its scale, bulk, mass and position close to the boundaries of the site, appear as an unacceptably dominant and visually intrusive feature in the rear garden environment harmful to the appearance of the surrounding area and the residential amenities of neighbouring occupiers, contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies Plan Document and the Residential Extensions and Alterations Supplementary Planning Document. |
| 2. | The proposal, by reason of its self-contained nature, size, specification and siting, is considered to give rise to the development which would not be incidental to the host dwelling, potentially resulting in the creation of a separate planning unit. Such a development would be materially out of character with the rear garden environment and the character of the locality and result in material harm to neighbouring residential amenity, contrary to the provisions of Policies DC4 and DC61 of the LDF Core Strategy and Development Control Policies Development Plan Document. |
