1.The proposed development by reason of the excessive scale, bulk and mass of the rear dormer windows, would appear incongruous and unacceptably dominant and visually intrusive features, out of scale and character with the dwelling and materially harmful to the visual amenity of the surrounding area, as well as to the visual amenity enjoyed from adjoining properties and their rear gardens, contrary to Policy 26 of the Havering Local Plan and the Residential Extensions and Alterations Supplementary Planning Document 2011.
2.Applicant is advised that the approved scheme would need to be fully completed, water tight and ready for occupation, before a householder application for dormers can be considered to be an extension to an existing building.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments/additional information which would have significantly delayed the application.
