1.The proposed development by reason of the additional scale, bulk and mass would appear as a dominant, overbearing feature and visually intrusive in the garden environment resulting in a perceived sense of enclosure and overlooking detrimental to the enjoyment of the private amenity space of No89 especially and detrimental to the visual amenity of the locality, and would be contrary to the high-quality design aspirations of the National Planning Policy Framework (2021), policies D3 and D4 of The London Plan (2021) and Policies 7, 10 and 26 of the Havering Local Plan (2021).
2.The proposed obscure glazing to the dormer windows would not provide an adequate degree of outlook for future occupants from the bedrooms in the proposed loft failing to provide an acceptable level of amenity for future occupants contrary to Policies 7, 26 of the Havering Local Plan (2021) and Policy D6 of the London Plan (2021).
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent by email on 23/08/23.
