1.The proposed vehicular crossover would, by reason of its excessive width and proximity to the pedestrian island, the lack of pedestrian visibility splays and lack of information regarding the siting and relocation of the electrical cabinet and the lamp post, impede the vehicular entry and egress of the site harmful to highway and pedestrian safety contrary to Policies DC32 and DC34 of the Local Development Framework Core Strategy and Development Control Policies Development Plan and the guidance contained in the National Planning Policy Framework.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework 2018, improvements required to make the proposal acceptable were negotiated with Mr N.A. Cooper via email on 22nd June and 5th July 2021. The revisions involved providing existing and proposed block plans, which contain the following information: the manhole cover, electrical cabinet, lamp post (which needs to be re-sited), the footway, the proposed crossover and the site and a 2.1 by 2.1 metre pedestrian visibility splay on either side of the proposed access. The applicant declined to make the suggested revisions.
