1.The proposed two storey front extension in terms of their scale, siting and design would appear as a dominant incongruous development and would unacceptably disrupt the existing rhythm of the street scene and visually intrusive feature on the host property and un-balance the pair of semi-detached properties, which would be detriment to the visual amenity of the streetscene and locality. As such, the proposal is contrary to Policies 7 & 26 of the Havering Local Plan and the Council's Residential Extensions and Alterations SPD (2011).
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy and as no amendments were identified that could overcome the adverse impacts of the development the application has proceeded to be determined as submitted.
