| 1. | The proposal would not comply with the objectives of Policy 9 of the Havering Local Plan 2021, especially subsections (ii) and (iii) through having limited internal floor area of less than 120 sq.m in the original dwelling, the 3-bedroom unit would not be on the ground floor and the 3-bedroom unit would have an absence of direct access to private, good quality, usable amenity space. |
| 2. | The proposed layout, with the kitchen and living area of the ground floor flat partly underneath a bedroom of the top flat, would be a poor arrangement and create potential for undue noise and disturbance and loss of amenity of this flat, as well as the 3-bedroom unit not being appropriately located on the ground floor with the unpractical functionality and access of the rear garden would give rise to a poor quality living environment for future occupiers of the flats, contrary to Policy 7 and 9 of the Havering Local Plan 2021 and Policy D6 of the London Plan. |
| 3. | The proposal would provide an unsatisfactory arrangement for parking for the scheme, leading to an increase of on-road parking in the area detrimental to highway safety contrary to Policy 24 and 26 of the Havering Local Plan and Policy T6 of the London Plan. |
| 4. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application. |
