1.The canopy and seating area, by reason of its depth and degree of permanence of the enclosure appear as an inappropriate front extension to the premises, giving rise to a prominent feature in the street-scene, detrimental to the open character and appearance of this part of the streescene, contrary to Policy 26 of the Havering Local Plan 2016-2031.
2.The proposal, by reason of its design and layout, in particular the depth of the enclosed seating area and relationship to other items of street furniture, would obstruct the highway and safe and convenient pedestrian movement harmful to highway safety contrary to Policies 13,14 and 26 of the Havering Local Plan 2016-2031, Policies D11, SD6 and T2 of the London Plan as well as Paragraph 130 of the NPPF.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Dr U Kilic (Agent) by e-mail on 23/12/25.
