1.The proposed development, by reason of the overall bulk, mass, scale and design, would appear incongruous and harmful in the rear garden scene and the streetscene as well as unbalancing the symmetry of the semi-detached pair, contrary to Havering's Residential Extensions and Alterations SPD (adopted 2011) and Policy DC61 of the LDF Core Strategy and Development Control Policies DPD (adopted 2008).
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal was given to the agent via email.
3.It is noted that the plans may be incorrect as they show the 6m deep rear extension as existing (approved under Prior Approval), but it had not yet been built, as seen in site photos provided by the agent that were taken on 10th May 2021.
