1.The proposed development by reason of its size, bulk design and prominent position would be visually intrusive feature in the street scene, harmful to the character and appearance of the surrounding area contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD.
2.The proposal fails to provide suitable measures to address the infrastructure needs arising from the development, contrary to Policy DC72 of the LDF Core Strategy and Development Control Policies DPD and Supplementary Planning Document on Planning Obligations.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with para 186-187 of the National Planning Policy Framework 2012, improvements required to make the proposal acceptable were negotiated with the agent by email and telephone call of 15 June 2017. The revisions involved a reduction in bulk, scale and revisions to the design of the roof. The applicant declined to make the suggested revisions.
