1.The development to which this permission relates must be commenced not later than three years from the date of this permission. Reason:- To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Reason:- For the avoidance of doubt and to ensure that the development is carried out as approved.
3.All new external finishes shall be carried out in materials to match those of the existing building(s) to the satisfaction of the Local Planning Authority; and the external flue shall be painted black and shall be maintained in good condition and appearance for the duration of the development hereby permitted. Reason:- To safeguard the appearance of the premises and the character of the immediate area.
4.Before the uses commences a scheme to control the transmission of noise and vibration from any mechanical ventilation system installed shall be submitted to and approved in writing by the Local Planning Authority and implemented prior to the permitted use commencing. Thereafter, the equipment shall be properly maintained and operated during normal working hours. Reason: To protect the amenity of occupiers of nearby premises
5.The premises shall not be used for the purposes hereby permitted other than between the hours of 9am - 11:00pm Monday to Saturday and 9am - 11:00pm Sunday and public/bank holidays without the prior consent in writing of the Local Planning Authority. Reason:- To enable the Local Planning Authority to retain control in the interests of amenity.
6.A window display shall be provided at all times in the window(s) fronting Station Road. Reason:- In the interests of visual amenity, support street activity and generate a similar level of pedestrian movement to a retail use.
7.No building shall be occupied or use commenced until details of a waste management scheme is submitted to and approved in writing by the Local Planning Authority. The scheme shall include details of the method and location of refuse and recycling storage and waste oils, including provision for all refuse to be properly contained within the approved facility, together with arrangements for refuse disposal. The scheme shall be implemented on site, in accordance with the approved details, prior to the first occupation or commencement of the use hereby approved and retained permanently thereafter. No refuse shall be stored on the public highway to the front of the unit on Station Road at any time. Reason:- Insufficient information has been supplied with the application to judge how waste will be managed on site. Submission of this detail prior to occupation in the case of new building works or prior to the use commencing in the case of changes of use will protect the amenity of occupiers of nearby premises.
8.The development hereby approved shall comply with the Healthier Catering Commitment standards at: https://healthiercateringcommitment.co.uk/how-to-join/ Reason:- To promote healthier food options, to reduce the negative effects fast food takeaways have on health and to comply with London Plan policy E9(E).
9.Before the use commences suitable equipment to remove and/or disperse odours and odorous material should be fitted to the extract ventilation system in accordance with a scheme submitted to and approved in writing by the LPA in consultation with the Havering Public Protection Service. The approved equipment shall be installed on site and certification provided by a competent engineer. Thereafter, the equipment shall be properly maintained and operated within design specifications during normal working hours. Reason:- To protect the amenity of adjoining occupiers and nearby premises and to comply with Local Plan policies 13 and 34.
10.No building shall be occupied or use commenced, until a full and detailed application for the Secured by Design award scheme shall be submitted to the Local Planning Authority and the Metropolitan Police NE Designing out Crime Office, demonstrating how Secured by Design Certification will be achieved for this scheme. These details shall include a customer management plan to prevent anti-social behaviour and customer litter management outside the premises and once approved in writing by the Local Planning Authority, in consultation with the Metropolitan Police Designing out Crime Officers, the development shall be carried out in accordance with the agreed details. Reason: In the interest of creating safer, sustainable communities.
11.There must be no delivery vehicles of any type parked on Station Road or on the pavement to the front of the unit at any time. All delivery vehicles to and from the premises are required to only use the loading bay on Balgores Lane unless otherwise agreed in writing by the Local Planning Authority. Reason:- In order to minimise danger, obstruction and inconvenience to users of the public highway in accordance with Local Plan policies 13, 23 and 24 and London Plan policies T4 and T7.
12.Statement Required by Article 35(2) of the Town and Country Planning (Development Management) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraph 38 of the National Planning Policy Framework.
13.The applicant's attention is drawn in particular to condition number 11 above. Failure to comply with this condition may well result in enforcement proceedings being taken against you.

16.This application is for full planning permission only. If changes are proposed to the shopfront then a new planning application would be required for any alterations to the shopfront. Any advertising that requires consent must be subject to a separate advertisement consent application.
