| 1. | The proposal would, given its industrial aesthetic, appear incongruous within its setting, creating a disorderly low quality aesthetic, which would be adverse to the visual amenity of the locality. The proposal would therefore fail to accord with Policy D4 of the London Plan 2021, Policy 26 of the Havering Local Plan 2016, and the objectives of the NPPF. |
| 2. | as the proposal would result in increased activity within the rear service yard of the site, contributing to an adverse increase in noise and disturbance, to the detriment of neighbouring amenity. The proposal thus fails to accord with Policies 7, 33, and 34 of the Havering Local Plan 2016, Policies D14 and SI 1 of the London Plan 2021, and the objectives of the NPPF. |
