1.The proposed development, due to its crowned roof design and excessive scale, bulk, mass, and top-heavy form, would result in a visually intrusive and disproportionately dominant feature within the street scene and rear garden setting. Its appearance would cause demonstrable harm to the character and visual amenity of the surrounding area contrary to Policy 26 of the Havering Local Plan, D4 of the London Plan, Emerson Park Policy Area, the Residential Extensions and Alterations Supplementary Planning Documents and the guidance contained in the National Planning Policy Framework.
2.The proposed alteration to the first floor rear extension roof would, by reason of its height and position close to the boundaries of the site with No.17 Nelmes Crescent, Hornchurch, be an intrusive and unneighbourly development as well as having an adverse effect on the amenities of adjacent occupiers contrary to contrary to Policy 7 of the Havering Local Plan and Havering's Residential Extensions and Alterations SPD.
3.Preparation For Re-submission Informative 1) The applicant is advised that planning permission does not give consent for any part of the development including guttering and fascias to encroach onto any land not within the applicant's ownership. It seems that the double storey front (side) extension adjacent to No.21 Nelmes Crescent encroaches onto the neighbouring land. This would need to be clarified on any future re-submission. 2) The applicant is advised that the face and cheeks of the side and rear dormer windows should be tile hung to match the appearance of the roof of the existing dwelling house.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr Brandon (Agent) by e-mail on 6th August 2024.
