1. | The site is within the area identified in the Local Plan as Metropolitan Green Belt. The Local Plan, as well as the London Plan and the Guidance Given in the National Planning Policy Framework emphasise that in order to achieve the purposes of the Metropolitan Green Belt it is essential to retain and protect the openness of Green Belt, and that only limited new development will permitted for development, unless there is especial circumstance which would outweigh the harm it would cause. The proposal on its own and in particular in combination with that already already approved under application no. Y0232.19, would result in disproportionate addition to the existing modest scale building and would constitute inappropriate development of the site which would cause undue harm to the openness of the Green Belt. Further, there is no cogent case to established very special circumstances which would outweigh the harm of the inappropriate development. Therefore, the proposal would be inappropriate development in the Green Belt, by definition this is harmful and the proposal would conflict with Policy G2 of the London Plan and the objectives of the Framework (NPPF (2024)) |
2. | The proposal, by reason of its height, roof form, scale, bulk, mass, and siting, is deemed to be unneighbourly and would appear overbearing, dominant and visually intrusive and in particular it would lead to undue loss of light and outlook to the side windows on the eastern elevation of the adjacent dwelling of Oaklands and therefore is contrary to policy 7 of the Havering Local Plan and Sections 6 and 7 of the Residential Extension and Alterations SPD. |
3. | The proposed extensions would by reason of their height, roof form, scale, bulk, mass and siting, lack subservience to the existing dwelling and appear incongruous, dominant and visually intrusive in the streetscene harmful to the character and appearance of the area contrary to Policy 7 of the Local Development Plan and Policy D4 of London Plan and the policy advice in NPPF 24. |
