1.	The proposed development would result in the unjustified net loss of a local sports and recreational facility for the college (outdoor sport facility / ball court). The applicant has failed to adequately demonstrate that the facility is surplus to local requirements, or that equivalent or improved replacement provision can be provided within the site. The proposal would therefore have a detrimental impact on the health, physical activity levels, and well-being of the students, contrary to policies S3 and S5 of the London Plan, policies 17 and 18 of the Local Plan, and HC7 of the National Planning Policy Framework (NPPF).

Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with the agent by email. The revisions involved relocation of the proposed temporary building to another location with the wider college site.. The applicant declined to make the suggested revisions.
