| 1. | The original dwelling has a gross internal floor space of around 82 square metres, which fails to meet the standard of 120 square metres, thereby resulting in the unacceptable loss of a much needed small family home within the Borough, contrary to Policy 8(i) of the Havering Local Plan 2021. |
| 2. | There is a lack of suitable internal floor area for 6 out of the 8 occupiers in terms of room sizes which would be harmful to the amenity of the occupiers of the HMO, failing to meet with the requirements of the East London HMO guidance and Local Plan HMO Policy. The proposal would therefore fail to provide an adequate living environment for all occupants, contrary to Policy 7 and 8 of the Local Plan 2021 and Policy D6 of the London Plan 2021. |
| 3. | The communal kitchen would be more than one floor away from the occupiers on the second floor which would provide a poor quality living environment harmful to the amenity of future occupiers contrary to Policies 7 and 8 of the Havering Local Plan, the HMO East London Guidance and the policy guidance contained in National Planning Policy Framework. |
| 4. | The proposal would result in an intensification of activity at the site and result in significant harm to residential amenity from noise, disturbance and activity, where comings and goings are likely to be particularly noticeable given the typology of site contrary to Policies 7 and 8 of the Havering Local Plan and the policy guidance contained in National Planning Policy Framework. |
| 5. | The HMO would result in an intensification of use, mindful that there is only one on-site parking with the proposal creating a HMO for up to 8 occupiers and would give rise to increased parking stress and competition for on street parking spaces contrary to Policies 8 and 24 of the Havering Local Plan, Policy T6.1 of the London Plan and the guidance contained in the National Planning Policy Framework. |
| 6. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application. |
