1.The proposed development would - by reason of its height, bulk, mass and proximity to the boundaries of the site - appear as an unacceptably dominant and visually intrusive feature within the streetscene, and would be unacceptable when assessed against policies 7.4, 7.5 and 7.6 of the London Plan 2016 (MALP), policies CP17 and DC61 of the Havering Core Strategy and Development Control Policies DPD 2008 and the Residential Design SPD..
2.The proposed development would - by reason of its size, position and proximity to neighbouring properties - have an unacceptable impact on neighbouring amenity and would would have an adverse effect on the living conditions of adjacent occupiers, contrary to Policy DC61 of Havering Core Strategy and Development Control Policies DPD 2008.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015 [as amended]: Consideration was given to seeking amendments, but given conflict with adopted planning policy, any changes would have resulted in a materially different scheme and would have substantially delayed the decision on the application.
