1.The development to which this permission relates must be commenced not later than three years from the date of this permission. Reason:- To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Reason:- For the avoidance of doubt and to ensure that the development is carried out as approved.
3.No development shall commence until details of all external materials and finishes to be used in the approved development have been submitted to and approved in writing by the Local Planning Authority. The submitted details shall include the proposed render finish, colour, texture and specification, together with details of any other external facing materials, balustrades, railings, screens and hard surfaced areas. The development shall thereafter be carried out in accordance with the approved details and retained as such permanently. Reason: Insufficient information has been submitted in respect of the external finishes. Prior approval of these details is required before commencement in the interests of the appearance of the development and visual amenity.
4.Before the rooftop seating area comes into first use, the developer shall submit for the approval of the Local Planning Authority details of privacy screening to serve the seating area.. Reason:- In the interests of amenity for existing and future occupants.
5.Prior to installation, exact details of the PV provision to the flat roofed section of the Chesham House as shown indicatively on approved plans shall be submitted to and approved in writing by the Local Planning Authority. The installation shall then be carried out entirely in accordance with the approved details and maintained thereafter to the satisfaction of the Local Planning Authority. Reason:- In the interests of visual amenity.
6.No development shall commence until full details of the roof-level seating area and green roof have been submitted to and approved in writing by the Local Planning Authority. The details shall include the precise layout and extent of the seating area and green roof; details of the green roof construction and substrate depths; details of all planting, including species, densities and planting schedules; details of any planters, seating, screening, balustrades and other associated features; details of drainage and irrigation arrangements; and details of the long-term maintenance and management of the green roof and planting. The development shall thereafter be carried out and maintained in accordance with the approved details. Reason: Insufficient information has been submitted in respect of the proposed roof-level seating space and green roof. Prior approval of these details is required before commencement in order to ensure a satisfactory appearance of the development.
7.Statement Required by Article 35(2) of the Town and Country Planning (Development Management) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraph 38 of the National Planning Policy Framework.
