1.The communal amenity space for a 7 bedroom, nine person HMO is inadequate to meet the needs of future occupiers given its limited size and layout; and would create conditions that would result in undue overlooking and loss of privacy to Bedrooms 01, 02 and 04, harmful to the amenity of future occupiers contrary to Policy 7 of the Havering Local Plan, Policy D6 of the London Plan and the National Planning Policy Framework.
2.The layout of the site and the lack of defensible space adjacent to the ground floor window of Bedroom 04, given its close proximity to the stairs serving the patio doors to the living, kitchen and dining room and the communal amenity area, would provide a poor quality living environment, including overlooking, loss of privacy, noise and disturbance, harmful to the amenity of future occupiers of Bedroom 04 of the proposed HMO contrary to Policies 7 and 34 of the Havering Local Plan, Policies D6 and D14 of the London Plan and the National Planning Policy Framework.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Box Plans via email on 15th August 2025.
