| 2. | The layout of the site and the lack of defensible space adjacent to the ground floor window of Bedroom 04, given its close proximity to the stairs serving the patio doors to the living, kitchen and dining room and the communal amenity area, would provide a poor quality living environment, including overlooking, loss of privacy, noise and disturbance, harmful to the amenity of future occupiers of Bedroom 04 of the proposed HMO contrary to Policies 7 and 34 of the Havering Local Plan, Policies D6 and D14 of the London Plan and the National Planning Policy Framework. |
