1.The proposed roof alteration from a hip to gable roof would appear as an incongruous and unacceptably visually harmful feature in the street scene and rear garden environment harmful to the appearance of the host property, the prevailing character of development and visual amenity in the surrounding area contrary to Policy 26 of the Havering Local Plan, D4 of the London Plan and the Residential Extensions and Alterations Supplementary Planning Document.
2.The proposed rear dormer window would, by reason of its height, position and bulk appear out of scale and character with the dwelling and materially harmful to the visual amenity of the surrounding area contrary to Havering Local Plan Policy 26, London Plan Policy D4 and the design guidance within the Council's Residential Extensions and Alterations SPD.
3.The proposed development would, by reason of its excessive height, depth and position close to the boundaries of the site, be an intrusive and unneighbourly development as well as having an adverse effect on the amenities of adjacent occupiers at No.11 Stour Way, Upminster contrary to Policy 7 of the Havering Local Plan and the Residential Extensions and Alterations Supplementary Planning Document.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr Walsh by e-mail on 06/08/24.
