1.The proposal, by reason of its design, size and scale, would result in an unacceptably large and bulky development, appearing unacceptably dominant in the streetscene. This together with the excessive projection of the development to the rear of the site would be materially harmful to the character and amenity of the surrounding area. The proposal is therefore contrary to Policy ENV1 of the Havering Unitary Development Plan.
2.The proposal would, by reason of the scale, width and site coverage of the development, the resultant shortfalls in garden depth and poor quality of amenity space provision, together with the proximity of the development to the flank boundaries and cramped setting within the streetscene, result in the over-development of the site, to the detriment of the amenity of future occupiers and also materially harmful to the character of the surrounding area. The proposal is therefore, contrary to Policy ENV1 and Supplementary Planning Guidance to the Havering Unitary Development Plan.
