1.The proposed development, by reason its design in combination with its visual prominence, would result in the loss of visual permeability to the front of the host dwelling and form an incongruous and visually intrusive feature within the street scene that would be at odds with the established character of the surrounding area and detrimental to the wider street scene, contrary to Policy 27 of the Havering Local Plan, Policy D4 of the London Plan and the Residential Extensions and Alterations Supplementary Planning Document.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with the agent via email on 05/08/2025 and via telephone on 12/08/2025. The revisions involved increasing the gaps between the railings of the boundary treatment from 8mm to 18mm. The applicant declined to make the suggested revisions.
