1.The proposed dwelling, through its scale, bulk and mass in conjunction with the constrained plot size, would present as an incongruous addition to the street-scene and would read as visually cramped both from the public realm and adjoining sites. The conspicuous plot width and limited depth would result in an uncharacteristic plot layout at odds with the existing urban grain and one which would erode the spacious character of the rear garden setting. The layout shown, design concept and massing would be regarded as being at odds with the established urban grain and detrimental to local character. As such there would be conflict with the objectives of the Havering Local Plan 2016-2031, specifically Policies 7 and 26, as well as the NPPF and London Plan 2021.
2.The proposed dwelling would through its scale, bulk and mass, limited separation from the rear boundary present as visually intrusive and overbearing from the rear garden of adjoining sites which would be detrimental to neighbouring amenity and would therefore be contrary to Policies 10, 7 and 26 of the Havering Local Plan 2016-2031. There would also be conflict with paragraph 130 of the National Planning Policy Framework which seeks to ensure a high standard of amenity for existing and future occupiers.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing 14-08-2025
4.The proposal, if granted planning permission on appeal, would be liable for the Mayor of London and Havering Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the Mayoral CIL payable would be £2,330 based on the calculation of £25.00 per square metre and the Havering Community Infrastructure Levy (HCIL) would be a charge of £11,650 based on calculation of £125 per square metre (93.2 sqm gross).
