1.The front structure, by reason of its bulk, scale, mass and projection beyond the front building line, forms a visually intrusive feature that is not in keeping with the open frontages of Fairview Parade, contrary to Policy 26 of the Havering Local Plan.
2.In the absence of a detailed noise/acoustic statement and the necessary information with respect to air quality, noise and odour, it has not been possible to fully consider the impact of the unauthorised development. Given the proximity of the proposed structure to the residential accommodation it is feared that the proposal would have undue impact upon the amenities of the adjoining residential occupiers, by reason of unacceptable degree of noise, disturbance and smell, contrary policies 7 and 34 of the adopted Havering Local Plan 2021.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent via email on 09/09/2024.
4.Notwithstanding the drawings hereby refused, the merit of the fascia and projecting signs have been considered under a separate advertisement consent application (reference: A0020.24).
