1.The proposed development would, by reason of its cramped layout and proportions within this narrow plot and resultant excessive scale, bulk and height appear as an unacceptably dominant, oppressive and visually intrusive feature in the streetscene and be detrimental to visual amenity and to the character and appearance of the surrounding area contrary to Havering Local Plan Policy 26.
2.The proposed development, by reason of its size would create an unsatisfactory relationship with the host dwelling of no. 50 Rainsford Way, creating an unbalanced pair of dwellings and would represent a negative addition to the streetscene, contrary to Havering Local Plan Policy 26.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the Agent via email on 22nd Dec 2022.
4.The proposal, if granted planning permission on appeal, would be liable for the Mayor of London and Havering Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the Mayoral CIL payable would be £1675.75 based on the calculation of Ã??£25.00 per square metre and the Havering Community Infrastructure Levy (HCIL) would be a charge of £8378.75 based on calculation of Ã??£125 per square metre.
