| 1. | The proposals would in the absence of any evidence otherwise materially change the character of the site by introducing late night uses of a scale removed from the surrounding environment which would likely materially intensify levels of activity late into the evening, when occupiers of neighbouring sites and surrounding premises may reasonably expect noise levels to be lower. In the absence of surety how the uses would operate it is not possible to conclude that the operations would be suitable and would add to the overall quality of the area, be sympathetic to local character and would not undermine the quality of life or community cohesion and resilience as Para 134 of the Framework requires. There would also be conflict with Local Plan Policies 7, 13, 26 and 34. |
